3rd Cary Caribbean Festival Set-Up Check List

Set up will be between 1:00 and 6:00pm on Friday September 23rd, 2011 and between 9:00am and 11:00am on Saturday September 24th, 2011. Therefore, all left over items that will not be used and/or displayed at the booth should be property tucked away from sight no later than 11:30 for a clutter free event. A Caribbean Festival Board of Director member will be passing by each booth to ensure compliance of such request as well as taking care of any immediate needs you might need. For an easier hassle free event, please use the checklist provided.

For your assistance, the following items will be provided to you.

□ Booth Table: (1) table 6x3 per booth

□ Booth Chairs: (2) chairs per booth. If additional chairs are needed, please request no later than July 31^st to ensure availability.

The following remain the responsibility of each booth representative and/or vendor to provide and it should be kept within regulations.

□ Tablecloth and Skirt: Cover for the table. Each table should be covered with a tablecloth and a skirt (no exemptions). Please note that due to the nature of this event, we encourage colorful Caribbean table cloths and/or decorations that have been approved by the board of directors.

Tools needed for decoration/booth set up: Any items being displayed other than on the table, should be self sustained. IE: Flags, Maps, Art and so forth. For no reason should any displayed items be taped, stapled or affixed to the walls. This request is per the Town of Cary officials and your cooperation with such request is greatly appreciated. Should our Board of Director’s member notice a violation of this request, you will be asked to remove the item and you will loose the opportunity to display it and could jeopardize your participation in future events

McCreery confirmed that he has Puerto Rican ancestry. "Yes, I'm Puerto Rican," said McCreery with a smile. "I have a little bit of J.Lo in me."^[10]Scott Cooke "Scotty" McCreery (born October 9, 1993) is an American singer from Garner, North Carolina who won the tenth season of American Idol on May 25, 2011.

Early life

McCreery was born in 1993 to Judy (née Cooke) and Michael McCreery in Garner, North Carolina.^[1]^[2] His mother works as a realtor.^[3] His father was born in Aguadilla, Puerto Rico to a Puerto Rican mother from San Juan and an American father.^[4] He used to impersonate Elvis as a child, and started learning guitar at age ten.^[5] He attended West Lake Middle School and sang at his graduation. He also attended Garner Magnet High School^[6] where he joined a vocal ensemble, Die Meistersingers, that performs across the United States.^[7] He started out singing tenor but switched to bass when his voice turned lower in his sophomore year.^[7] He won a singing contest called "Clayton Idol" at the Clayton Harvest Festival in Clayton, North Carolina^[8] and was one of 36 finalists in a "Rip the Hallways" contest featuring teenage vocalists in North Carolina.^[5] He has performed at various local events.^[9]

McCreery auditioned for the tenth season of American Idol in Milwaukee, Wisconsin. The judges were struck by his deep bass voice unusual for his age. In the Hollywood group round, he joined the "Guaps" and became embroiled in the drama when fellow group member Clint Jun Gamboa expelled Jacee Badeaux from the group. He later expressed regret for not standing up for Jacee. He was one of the five male vote getters in the semi-final round to advance to the Top 13. In an interview with Ryan Seacrest,

As such, El Pozo Productions is organizing a nationwide petition campaign to request that The Borinqueneers of the 65th Infantry Regiment be considered for the issuance of a commemorative U.S. stamp honoring their unique military service as the only all-Hispanic unit in U.S. Army history. HOURS OF SET-UP

INCLEMENT WEATHER

The festival will take place on September 24th, 2011 RAIN OR SHINE. No refunds will be made for inclement weather, even if participation in that weekend is not possible.

BOOTH SPACE

Booths have a table of 6' by 3'. Vendors must contain all equipment and supplies within their booth space. The Caribbean Festival is a family-friendly environment and we expect all participants to be respectfull of this family environment in their attire, behavior and interractions. No music or PA systems allowed in booth spaces. Organizations must participate the whole day of the Festival. If abandoned, booth will be shut down.

MATERIALS

Information and/or samples about your organization/business can be handed out to participants, only form within the actual booth space. Distribution of information outside your booth space or in any festival thoroughfare is strictly prohibited. All materials for handout must be approved in advance by the Executive Director.

BEVERAGES

APUCN retains exclusive vending rights for carbonated beverages, water and Puerto Rican Souvenir's.

REGULATIONS

APUCN reserves the right to remove any booth in question from the event, as well as the exhibitor if the Caribbean Festival directives are not followed. Removal by APUCN would result in a forfeiture of all fees.

PARTICIPATION OF MINORS

For safety reasons, thirteen (13) is the minimum age to participate or work in a booth. Exceptions to the age limit are children's performances and cultural exhibits. It is extremely dangerous for young children to be in the booth with breakable objects, electrical equipment and hot foods.

LOST AND FOUND

The Festival Souvenir Booth will serve as the Lost and Found booth as well. Items not claimed during the Festival will be taken to the APUCN office and discarded after 30 days.

CASH FOR BOOTHS

Participants are responsible for providing their own cash and coins for their booth operation.

SECURITY

The Festival will not be responsible for anything lost, missing or stolen items. Each participant is responsible for securing their own property.

DELIVERIES

Participants must make their own arrangements to receive special equipment and supplies arriving at the Festival site. Please provide suppliers with your booth location, and have someone available to receive equipment and supplies. Festival personnel will not sign for any participants' equipment or supplies.

LITTER

Arrangements will be made for the continuous removal of litter in the Food Vendors section and throughout the building. However it is the responsibility of each participant to keep their booth and cooking areas clean and clear of clutter at all times.

TOOLS

Participants must provide all tools needed for decoration or booth set-up. Please label tools, so they can be returned to you if misplaced.

SIGNS

All display signs and banners have to be self supported. No signs will be allowed to be hung from the walls. No additional signs are permitted.

Temporary Food Establishment Requirements & Regulations

A "Temporary Food Establishment" (TFE) permit is required to sell food or drink at a special event. This permit is issued in conjunction with a fair, carnival, circus, public exhibition or other similar gathering that operates for a period of 15 days or less. Examples are the NC State Fair, holiday festivals, traveling carnivals and special events.

Vendors who sell only dipped ice cream, shaved ice, popcorn, candied apples, cotton candy, funnel cakes, doughnuts, peanuts and commercially prepackaged chips and candy do not have to get an operational permit from this Department; however, vendors should contact the NC Department of Agriculture at 919-733-7366 to determine if a permit is needed from them.

En diciembre de 2009, el gobierno de Puerto Rico aprobó una nueva ley (Ley 191 de 2009) para reforzar la emisión y uso de certificados de nacimiento para combatir el fraude y proteger la identidad y el crédito de todas las personas nacidas en Puerto Rico. La nueva ley se basa en la colaboración con el Departamento de Estado de EE.UU. y Departamento de Seguridad Nacional para abordar el uso fraudulento de certificados de nacimiento de Puerto Rico para obtener ilegalmente los pasaportes de E.U.A, beneficios del Seguro Social, y otros los servicios federales.

En el pasado comúnmente muchas transacciones oficiales y no oficiales en Puerto Rico innecesariamente se requerían la presentación, la retención y el almacenamiento de certificados de nacimiento. Como resultado, cientos de miles de certificados de nacimiento originales fueron almacenados sin la protección adecuada, convirtiéndolos en objetivos fáciles para el robo. Subsecuentemente, han sido muchos los certificados de nacimiento robados de las escuelas y otras instituciones, que se vende en el mercado negro a precios de hasta $10,000 dólares cada uno, y se utilizan para obtener ilegalmente pasaportes, licencias y otras documentaciones y beneficios gubernamentales y del sector privado. Los nombres comunes de la mayoría de los hispanos de personas nacidas en Puerto Rico hicieron las actas de nacimiento muy deseables en el mercado negro.

Como resultado de este creciente problema, aproximadamente el 40% por ciento del fraude de pasaportes de los casos investigados por el Servicio de Seguridad Diplomática (DOS por sus siglas en ingles) en los últimos años involucra los certificados de nacimientos de personas nacidas en Puerto Rico. Esto dejó a los ciudadanos nacidos en Puerto Rico más vulnerables al robo de identidad, en ruinas de crédito, robo de beneficios de Seguro Social, y el aumento de los controles de seguridad "al azar" en los aeropuertos, entre otros.

Entendiendo los enormes riesgos a todos los individuos, así como el de la nación y las preocupaciones de seguridad nacional, el gobierno de Puerto Rico tomó medidas para mejorar la seguridad de todos los certificados de nacimiento y para proteger mejor al público de fraude y robo de identidad.

Ley 191, que entró en vigor el 1 de enero de 2010, implementa los siguientes cambios:

1) El 1 de julio de 2010, la ley anulará todos los certificados de nacimiento expedidos antes de esa fecha por el Departamento de Salud de Puerto Rico, a través de su Oficina de Registro de Estadísticas Vitales. Hasta esa fecha, todos los certificados de nacimiento siguen siendo válidos.

2) A partir del 1 de julio de 2010, la Oficina de Registro de Estadísticas Vitales iniciará la expedición de nuevos certificados de nacimiento incorporando la tecnología para limitar la posibilidad de falsificación de documentos. La ley establece que la fecha de validez de los certificados de nacimiento actual puede ser prorrogada por el Departamento de Salud de Puerto Rico si los nuevos certificados de nacimiento no están listos para ser emitidos el 1 de julio de 2010. Un anuncio público de dicha extensión será proporcionado.

3) La ley crea una extensión de 15 días del período de transición de validez de los certificados de nacimiento emitidos después de 15 de junio 2010, y antes de 1 de julio 2010. Por ejemplo, si un certificado de nacimiento se haya expedido el 29 de junio de 2010, este será válido para todos los efectos hasta el 14 de julio 2010, proporcionando un período de gracia para aquellos que necesitan la documentación, por ejemplo, viajar durante el 1 de julio 2010 en el cambio de fecha.

4) A partir del 1 de enero 2010, la ley también establece que ninguna entidad pública o privada dentro de la jurisdicción de Puerto Rico podrán conservar una copia original del certificado de nacimiento emitido por Puerto Rico. Las agencias locales en Puerto Rico, así como de los empleadores privados, podrán solicitar el inspeccionar los certificados de nacimiento e incluso copiar, pero no pueden conservar el original bajo ninguna circunstancia.

Preguntas más frecuentes

P: ¿Por qué la nulidad de todos los certificados de nacimiento de Puerto Rico?

R: Todos certificado de nacimiento de personas nacidas en Puerto Rico emitido antes de la fecha de 1 de julio de 2010, necesitaban estar más seguro debido a los riesgos probados de fraude de identidad que existían con las formas y procedimientos de manejo del antiguo certificado de nacimiento. Esta medida extraordinaria tuvo que ser tomadas para proteger la integridad de la identidad, el crédito y la ciudadanía de personas nacidas en Puerto Rico. Además, esta medida era necesaria para proteger la seguridad de todos los pasaportes y para proteger al país contra los criminales que podrían tratar de apropiar la identidad de un ciudadano puertorriqueño mediante el uso de un certificado de nacimiento robado de Puerto Rico.

P: El 1ro de julio de 2010, todos necesitamos salir a obtener una copia del nuevo certificado de nacimiento de inmediato?

R: No. El gobierno de Puerto Rico recomienda que sólo las personas que tienen una necesidad específica de su certificado de nacimiento relacionados con el uso de este documento para fines oficiales (como la solicitud de pasaporte, etc) soliciten un nuevo certificado de nacimiento. Aquellas personas que deseen obtener una copia de los certificados de nacimiento para sus registros se les pide hacerlo en una fecha posterior para evitar una subida de las aplicaciones innecesarias y garantizar que las personas que tienen una necesidad específica de los certificados de nacimiento sean capaces de obtener el mismo a tiempo.

Q: ¿Cuál será el costo del nuevo certificado de nacimiento?

R: Todos los certificados de nacimiento tendrán un costo de $5. Si se solicitan copias múltiples con una sola aplicación, todas las copias adicionales después de la primera tendrán un costo de $ 4. Estos costos serán eliminados para todos los veteranos y las personas mayores de 60 años de edad. La mayoría de la personas realmente ahorrarán dinero con este nuevo cambio ya que los nuevos certificados de nacimiento emitidos después de 1 de julio 2010, no tienen fecha límite (o sea no caducan) y los ciudadanos ya no estarán obligados a presentar múltiples, copias originales de sus certificados de nacimiento para las transacciones comunes en Puerto Rico.

P: ¿Cómo puedo obtener una copia del nuevo certificado de nacimiento, si vivo fuera de Puerto Rico?

R: Los ciudadanos nacidos en Puerto Rico, pero que residen en otros lugares puede obtener una copia del nuevo certificado de nacimiento al llenar un formulario de solicitud de certificado de nacimiento de Puerto Rico de la Oficina de Estadísticas Vitales del Registro a partir del 1 de julio 2010. Los formularios de solicitud pueden obtenerse en:

Una vez que el solicitante llene y firme el formulario, que debe seguir estos pasos:

1) Los solicitantes que residen fuera de Puerto Rico puede enviar por correo la solicitud completa a la siguiente dirección:

P: ¿Quién puede obtener un certificado de nacimiento?

R: Una persona puede obtener su propio certificado de nacimiento, siempre que tengan 18 años o más y que naciera en Puerto Rico. Las partes interesadas también pueden obtener copias del acta de nacimiento de una persona si son los padres de la persona, los tutores legales, los herederos o una persona debidamente autorizada por los tribunales.

Q: ¿Qué pasa si alguien me pide un certificado de nacimiento original y me dice que tendrá que mantenerlo para procesar una transacción?

R: La ley establece claramente en Puerto Rico, que para cualquier finalidad para la que un certificado de nacimiento es necesario como prueba de identidad, será suficiente que la persona presente (no entregar) la copia original del certificado de nacimiento expedido por la Oficina Vital Estadísticas del Registro. La ley permite la presentación, seguido de fotocopias, en formato digital o papel, del certificado de nacimiento, pero prohíbe expresamente cualquier entidad pública o privada que retenga un certificado de nacimiento original bajo ninguna circunstancia. Bajo las leyes del Estado Libre Asociado de Puerto Rico, cualquier entidad que viole esta prohibición será objeto de un delito penal, y podría ser considerado responsable en un tribunal civil para la totalidad de los daños y perjuicios que puedan originarse por cualquiera de las partes afectadas por la violación de esta ley.

Puerto Rico Birth Certificates Law 191 of 2009 Fact Sheet

In December 2009, the government of Puerto Rico enacted a new law (Law 191 of 2009) aimed at strengthening the issuance and usage of birth certificates to combat fraud and protect the identity and credit of all people born in Puerto Rico. The new law was based on collaboration with the U.S. Department of State (DOS) and the U.S. Department of Homeland Security (DHS) to address the fraudulent use of Puerto Rico-issued birth certificates to unlawfully obtain U.S. passports, Social Security benefits, and other federal services.

In the past, many common official and unofficial transactions in Puerto Rico unnecessarily required the submission, retention, and storage of birth certificates. As a result, hundreds of thousands of original birth certificates were stored without adequate protection, making them easy targets for theft. Subsequently, many birth certificates have been stolen from schools and other institutions, sold on the black market for prices up to $10,000 each, and used to illegally obtain passports, licenses, and other government and private sector documentation and benefits. The common Hispanic names of most individuals born in Puerto Rico made the birth certificates highly desirable on the black market.

As a result of this growing problem, approximately 40 percent of the passport fraud cases investigated by the DOS Diplomatic Security Services in recent years involved birth certificates of people born in Puerto Rico. This left Puerto Rico-born citizens vulnerable to identity theft, ruined credit, stolen Social Security benefits, and increased “random” security checks at airports, among others.

Understanding the enormous risks to all individuals as well as the very significant homeland and national security concerns, the government of Puerto Rico took action to improve the security of all birth certificates and to better protect the public from fraud and identity theft.

Law 191, which went into effect on January 1, 2010, implements the following changes:

1) On July 1, 2010, the law will invalidate all birth certificates issued before that date by the Puerto Rico Health Department, through its Vital Statistics Record Office. Until that date, all birth certificates will remain valid.

2) On July 1, 2010, the Vital Statistics Record Office will begin issuing new birth certificates incorporating technology to limit the possibility of document forgery. The law provides that the date of validity for the current birth certificates may be extended by the Puerto Rico Health Department if the new birth certificates are not ready to be issued on July 1, 2010. Public notice of such an extension will be provided.

3) The law creates a 15-day extended validity transition period for those birth certificates issued after June 15, 2010, and before July 1, 2010. For example, if a birth certificate is issued on June 29, 2010, it will be valid for all purposes until July 14, 2010, providing a grace period for those who need the documentation but are, for instance, traveling during the July 1, 2010 change over date.

4) As of January 1, 2010, the law also establishes that no public or private entity within the jurisdiction of Puerto Rico may retain an original copy of a Puerto Rico issued birth certificate. Local agencies in Puerto Rico, as well as private employers, may request to inspect birth certificates and even copy them, but cannot retain the original under any circumstance.

Frequently Asked Questions

Q: Why invalidate all birth certificates from Puerto Rico?

A: All birth certificates of people born in Puerto Rico issued before the date of July 1, 2010, needed to be made more secure because of the proven risks of identity fraud that existed with the old birth certificate forms and procedures. This extraordinary measure had to be taken to protect the integrity of the identity, credit and citizenship of all individuals born in Puerto Rico. In addition, this measure was necessary to protect the security of all passports and to protect the nation against criminals who might try to appropriate the identity of a citizen by using a stolen birth certificate from Puerto Rico.

Q: On July 1, 2010, will everyone need to run out and get a copy of the new birth certificate right away?

A: No. The government of Puerto Rico recommends that only people who have a specific need for their birth certificate related to the usage of this document for official purposes (such as passport application, etc.) request a new birth certificate. Those people who want to obtain a copy of the new birth certificates for their records are encouraged to do so at a later date to prevent an unnecessary rush of applications and to ensure that those individuals who have a specific need for the birth certificates are able to obtain them in a timely fashion.

Q: How much will the new birth certificates cost?

A: All new birth certificates will cost $5. If multiple copies are requested with one application, all additional copies after the first will cost $4. The fees will be waived for all veterans and people over the age of 60. Most people will actually save money with this change because the new birth certificates issued after July 1, 2010, will have no expiration and citizens will no longer be required to submit multiple, original copies of their birth certificates for common transactions in Puerto Rico.

Q: How do I obtain a copy of the new, more secure birth certificate if I live outside of Puerto Rico?

A: Citizens born in Puerto Rico but residing elsewhere may obtain a copy of the new birth certificate by filling out a Birth Certificate Application form from the Puerto Rico Vital Statistics Record office on or after July 1, 2010. Application forms can be obtained at:

Once an applicant completes and signs the form, they should follow these steps:

1) Applicants residing outside of Puerto Rico may mail the completed application to the following address:

2) Include a photocopy of a valid government issued photo identification document. A passport or drivers license may be used; all other forms of government issued photo I.D. will be subject to approval.

Q: Who can obtain a birth certificate?

A: An individual may obtain their own birth certificate as long they are 18 years or older and were born in Puerto Rico. Interested parties may also obtain copies of an individual’s birth certificate if they are the individual’s parents, legal guardians, heirs or a person duly authorized by the courts.

Q: What happens if someone asks me for an original birth certificate and tells me that they will need to keep it to process a transaction?

A: The law clearly establishes that in Puerto Rico, for any purpose for which a birth certificate is needed as proof of identity, it will be sufficient for an individual to present (not give) the original copy of the birth certificate issued by the Vital Statistics Record Office. The law allows for the submission, retention and filling of photocopies, in either digital or paper format, of the birth certificate, but expressly prohibits any public or private entity from retaining an original birth certificate under any circumstance. Under the laws of the Commonwealth of Puerto Rico, any entity that violates this prohibition will be subject to a criminal misdemeanor, and could be held liable in civil court for the totality of any damages that may be incurred by any interested party affected by the violation of this law.

El gobernador Luis Fortuño firmó en diciembre la ley 191 conocida como “Ley para prohibir la retención, archivo y custodia de copias certificadas de certificados de nacimiento”. Dicha ley dispone que todo certificado que sean expedidos antes del 1 de julio de este año, serán nulos a partir de esa fecha. Sin embargo, el Registro Demográfico emitirá un nuevo formato que busca impedir que se utilizen en la calle certificados robados o que hallan sido utilizados para robar la identidad.

Para atemperarse a la ley, explicó el funcionario, el Registro Demográfico orientará al público de que ninguna agencia puede apoderarse de la copia original del certificado.

La Ley 191 establece que bastará con que la persona muestre el documento. Sólo se permitirá que las entidades retengan la fotocopia o el formato electrónico o digital del documento.

Governor Luis Fortuño law signed in December 191 as the "Act to prohibit the retention, storage and custody of certified copies of birth certificates." The Act provides that any certificate to be issued before 1 July this year, will be void from that date. However, the Vital Records issue a new format that seeks to prevent use in the street or stolen certificates are being used for identity theft.

To temper the law, said the official, the Population Registry will guide the public that no agency can seize the original copy of the certificate.

Act 191 provides that a person is sufficient to display the document. Only allow entities retain the photocopy or electronic or digital format of the document.

La Sombra y el Espíritu: Womens' Healing Rituals in the Diaspora - The Work of Lucia Mendez and Wendy Phillips

From February 4-April 30, 2010, the Sonja Haynes Stone Center for Black Culture and History will feature the work of Wendy Phillips, an Atlanta-based photographer, and painter Lucia Mendez from the Dominican Republic, in a show entitled La Sombra y el Espíritu: Womens' Healing Rituals in the Diaspora - The Work of Lucia Mendez and Wendy Phillips.

La Sombra y El Espíritu brings together two innovative artists whose meditations on rites, rituals and women's roles as healers, provide us with a new window on spirituality in the diaspora. Mendez Poster_Final.pdf (418 kB)

Wendy Phillips has been working with communities in Mexico and other areas in South and Central America for the past 15 years. She is particularly known for her iconic photography from Afro-Mexican communities in La Costa Chica, Oaxaca, and Guerrero.

Lucia Mendez' work reflects her interest in both our material investment in ritual and worship, as well as the subtlety implicit in our performance of those rituals. She examines this interplay by exploring the relationships between gesture, the attitude of the body, and women's practices of spiritual conversation.

This exhibition supports Carolina Performing Arts and its Creative Campus Initiative's yearlong programmatic focus on Diasporas. This project also marks the first collaboration between the Stone Center and Radames Rivera of Galeria Exodo in San Juan, Puerto Rico.

An opening reception for the exhibition will be held on February 4 at 7 pm at the Stone Center. Both artists will attend to speak about their work. You can see examples of their work at:

Three Wise Men Celebration

In partnership with the Wake County Human Services we celebrated the Three Wise Men event on January 9, 2010 with a group of children in need. The Three Wise Men Celebration was a success and thank to all of our members and the Toys for Tots Program for their support and help we gave the children toys and candies that we collected from the fund raising event on December 5, 2009. We also gave the children and their families a meal that was in part donated by the Havana Grill Restaurant and his owner Roberto Cardoso.

We also thank the Youth Group from Durham and their leader for their participation in the event.

Holiday Blood Needs - We need your help!

What a better way to start your holiday season than by giving the gift of life. The day after Thanksgiving is the busiest shopping day of the year. So most of our regular donors don’t come out and donate because it’s a day off, but the need for blood and blood by products does not take a day off.

Many of our community members unfortunately will spend their holidays hospitalized and many will require blood, platelet or plasma transfusions. To meet their need we need donors to give to during the upcoming holiday season.

Please remember illnesses, accidents, diseases don’t take a holiday and neither can blood donations. Additionally the chapter is just short of goal for the month and we need more donors than normal to donate Friday, Saturday and Sunday. Making goal is important but saving a life, that is priceless.

In the spirit of thankfulness for your good health share your blessing with someone who needs it, by donating blood. If you cannot donate at this time, please share this with someone who can.

Sobre Los Pleneros de la 21

Los Pleneros de la 21 (LP21) se consideran Afro preeminente de Nueva York-bomba puertorriqueña y músicos de la plena. Afro bomba y la plena son géneros musicales tradicionales de Puerto Rico, respectivamente que se remontan a los primeros siglos 17 y 20. About Los Pleneros de la 21

Los Pleneros de la 21 (LP21) are considered New York’s preeminent Afro-Puerto Rican bomba and plena musicians. Bomba and plena are traditional Afro-Puerto Rican musical genres respectively dating back to the early 17^th and 20^th centuries. The group consists of an intergenerational mix of Puerto Rican folk masters, professional musicians and young practitioners from both the island and New York, all united to preserve and honor their heritage. Since 1983, LP21 have performed for audiences all over the world and released several recordings. The group’s performances often combine bomba and plena with jazz, salsa, rock and rap to create excitement and energy throughout the audience. LP21’s album, “Para Todos Ustedes,” was nominated for a 48^th Annual Grammy Award (2006) for Best Traditional World Music Album.

FEDERAL CENSUS BUREAU OPENS SHOP ON ATLANTIC AVE. jobs.

The United States Census Bureau has leased approximately 6,000 square feet of office space in Raleigh at 2605 Atlantic Avenue to use as an office beginning this fall. The Raleigh office will support 2010 census operations in Wake County and is expected to employ about 1,100 office and field workers. Those interested in census jobs will be able to apply in the fall. Job openings, when available, will be posted at www.census.gov.

Census counts are used to determine the number of congressional seats for each state, the shape of legislative and local government districts, and how more than $400 billion in federal funds will be distributed annually to communities across the country.

The Raleigh office is one of 10 new local census offices set to open in 2009 across the state. The Census Bureau opened five offices in 2008 to begin preparations for the census.

April 1, 2010, is Census Day, the reference day for collecting census information from every household in America. Census questionnaires will be mailed or delivered in mid-March. The Raleigh office will close after census operations end in 2010.

The Justice Center seeks an individual with high interest in immigration law and excellent organizational skills to support the work of the
Immigrants Legal Assistance Project. The Immigration Paralegal is a full time position that, working cooperatively with a senior paralegal, provides
support to three full time immigration attorneys. Job responsibilities include new client intake, general management of clients’ files, and helping attorneys on the numerous types of immigration cases. Specifically, the paralegal assists in preparing immigration applications, affidavits, client letters, motions to immigration court, and other necessary

Program Officer, U.S. Human Rights Fund, a Grantmaking Collaborative of Public Interest Projects

Overview: Public Interest Projects, Inc. (PIP) is a 501(c)(3) public charity that operates grantmaking, technical assistance and strategic planning programs for institutional and individual donors interested in social justice and human rights issues. By developing sustainable partnerships among donors, grantees and allied groups, PIP seeks to foster a movement for positive social change resulting in equality, fairness and a stronger participatory democracy.

The U.S. Human Rights Fund (USHRF) is a partnership of donors who have pooled their resources to provide strategic, field building support to domestic social justice organizations engaged in U.S. human rights work. The Fund’s objective is to promote dignity, equality, and opportunity for all people, through seeking U.S. accountability to basic international human rights norms. The Fund is housed at PIP.

Position: We are seeking a Program Officer to help manage the work of the USHRF. The Fund was established in 2005. It arose from the shared belief that greater adherence to the principles of human rights and humanitarian law benefits the cause of progressive social justice. The Fund’s Steering Committee consists of representatives from eleven contributing foundations. The staff work closely with them in determining the strategic direction, priorities, grantmaking and programmatic activities of the Fund. In 2009, the USHRF hopes to provide more than $4 million to support U.S. human rights initiatives through its general fund and sub-funds on juvenile life without parole reform and domestic human rights accountability.

Responsibilities: The Program Officer will work on the following:

Program Development

q Strategy: Help develop and implement short- and long-term strategies to reach anticipated outcomes and further advance the goals of the Fund.

q Grantmaking: Collaborate with Steering Committee to develop and implement grantmaking guidelines and procedures including:

o Responding to requests for information;

o Issuing requests for proposals;

o Conducting site visits;

o Reviewing and assessing letters of intent and/or proposals; and

o Preparing grant recommendations.

q Field Support: Create strong, collaborative working relationships with grantees, donors, community leaders and any other key partners. Design and implement technical assistance initiatives per the needs of grantees. Provide leadership for organizing annual convenings. Contribute to publications and donor education initiatives.

q Fund-Raising: Research and outreach to new donors who might be interested in joining the USHRF. Undertake needs assessments to identify funding gaps. Write applications.

Administration/Management

q Operations/Administration: Develop/refine and implement appropriate systems and procedures to coordinate grantmaking, evaluation and reporting.

q Staff Supervision: As needed, work with USHRF/PIP senior staff to hire and supervise consultants and interns.

q Legal compliance: Ensure that grantees and USHRF procedures comply with all federal, state and local laws and regulations.

Qualifications:

The ideal candidate is someone with the maturity and flexibility to collaborate with multiple donor partners and grantees working on a wide range of social justice issues. We are seeking a thoughtful strategist with experience in human rights, social and political change initiatives, philanthropy and/or fund-raising. The individual should have an understanding of international human rights tools, mechanisms and standards, and be familiar with grantee issues, encompassing worker rights, criminal justice, immigration reform, economic recovery, racial profiling and the right to fair housing. Qualified candidates should also be familiar with individuals and groups that are significant to the national, state and local levels of human rights and social justice work. S/he should be a “self-starter” who is able to work independently with minimal supervision to assess and carry out programs. S/he must be a good thinker and writer, and an excellent relationship builder. Desired qualifications include:

Minimum of five years experience in human rights/social justice and/or philanthropy, including strategic planning, executing strategies and managing initiatives. Experience with public policy or foundation programming is helpful, though not required.
Demonstrated commitment to human rights and social justice work and the goals and objectives of the Fund.
Excellent management and relationship building skills and an ability to represent the Fund in the philanthropic and nonprofit communities.
Enthusiasm to fund-raise and bring new donors to the USHRF.
Superb written and verbal communication skills.
A keen analytical ability that can be applied to Fund operations and to substantive human rights concerns.
A strong administrator who is attentive to detail and skilled at developing administrative systems. Experience with managing elements of an organization or program is preferred.
Computer literate with experience in Microsoft Office, GIST and Excel.
Willingness to travel two-three weeks out of the year.
Sense of humor and ability to get along with diverse constituencies.

Master’s or JD degree, in relevant field, or equivalent experience.

Senate confirms Sotomayor for high court

WASHINGTON - Sonia Sotomayor won confirmation Thursday as the nation's first Hispanic Supreme Court justice in a history-making Senate vote that capped a summer-long debate heavy with politics. According to NBC News, she will be sworn in on Saturday — Chief Justice John Roberts will administer both the constitutional and judicial oaths.

The Senate vote was 68-31 to confirm Sotomayor, President Barack Obama's first Supreme Court nominee.

The 55-year-old daughter of Puerto Rican parents was raised in a South Bronx housing project and educated in the Ivy League before rising to the highest legal echelons, spending the past 17 years as a federal judge.

A majority of Republicans lined up against her, arguing she'd bring personal bias and a liberal agenda to the bench. But Democrats praised Sotomayor as an extraordinarily qualified mainstream moderate and touted her elevation to the court as a milestone in the nation's journey toward greater equality and a reaffirmation of the American dream.

Obama, the nation's first black president, praised the Senate's vote as "breaking another barrier and moving us yet another step closer to a more perfect union."

Minutes before the vote, Sen. Robert Menendez of New Jersey, the Senate's lone Hispanic Democrat, said, "History awaits, and so does an anxious Hispanic community in this country."

"When she places her hand on the Bible and takes the oath of office, the new portrait of the justices of the Supreme Court will clearly reflect who we are as a nation, what we stand for as a fair, just and hopeful people."

The Senate chamber was heavy with history as senators took the rare step of assembling at their desks on for the vote, rising from their seats to call out "aye" or "nay." The longest-serving senator, 91-year-old Robert Byrd of West Virginia who has been in frail health following a long hospitalization, was brought in in a wheelchair to vote in Sotomayor's favor. Edward Kennedy, D-Mass., suffering from brain cancer, was the only senator absent.

Sotomayor replaces retiring Justice David Souter, a liberal named by a Republican president, and she is not expected to alter the court's ideological split.

Still, Republicans and Democrats were deeply at odds over confirming Sotomayor, and the battle over her nomination highlighted profound philosophical disagreements that will shape future fights over the court's makeup as Obama looks to another likely vacancy — perhaps more than one_ while he's in the White House.

WASHINGTON - Sonia Sotomayor fue confirmada el jueves como la primera hispana de la nación de la Corte Suprema en una historica toma de votación en el Senado que culminó un verano largo y un debate cargado de política. Según NBC News, Sonia Sotomayor será juramentada el sábado -por el Jefe de Justicia John Roberts quien administra tanto a los juramentos constitucionales y judiciales.

La votación del Senado fue 68-31 para confirmar Sotomayor, primer candidato del presidente de Barack Obama al Tribunal Supremo de Justicia.

A los 55 años de edad, hija de padres puertorriqueños, quien se crió en un proyecto de viviendas del Sur del Bronx y educada en la Ivy League, antes de subir a los más altos funcionarios jurídicos, ha sido juez federal en los últimos 17 años.

La mayoría de los republicanos se alinearon en su contra, argumentando que traería prejuicios personales y una agenda liberal en el banco. Pero los demócratas elogiaron a Sotomayor como extraordinariamente calificada, corriente, moderada y quien se merece la promocion a la Corte como una piedra angular, en el camino del país hacia una mayor igualdad y una reafirmación del sueño americano.

WASHINGTON – Al ritmo de la plena puertorriqueña ¡“Qué bonita bandera”!, el centro espacial de Houston levantó esta mañana al astronauta de origen boricua Joseph Acabá Herrero, quien cumple hoy el quinto día de la misión del transbordador Discovery.

“Gracias a mi familia y a toda la comunidad puertorriqueña por el respaldo”, indicó Acabá Herrero, tras escuchar la plena interpretada por José González.

Ya los envidiosos me dicen que acaba y vete/Pero ahi un Boricua que se llama Acaba y esta en el espacio en un COHETE!!/ Bomba!!! La bomba ahi que rica es, es, es Me sube el ritmo por los pies por los pies Mulato saca a tu trigueña pa' que baile bomba, bomba puertorriqueña. BOMBA!!

La llamada para despertar a Acabá Herrero y los otros tripulantes del Discovery se produjo a las 8:13 a.m., hora de Puerto Rico, y fue transmitida en directo por el canal de la NASA (la Administración de Aeronáutica y el Espacio de Estados Unidos).

El presentador aludió a que Acabá Herrero es nacido en California de padres puertorriqueños.

La misión del Discovery, que arribó el martes en la noche a la Estación Espacial Internacional (EEI), ha comenzado a instalar los paneles solares y la viga estructural que le lleva a ese gigantesco complejo científico que orbita la Tierra.

Ayer, en una conferencia de prensa en directo y vía satélite, Acabá Herrero indicó que nunca olvidará esa primera oportunidad de ver la Tierra desde el otro lado de la verja. "Bien difícil de describir. Como ir en una montaña rusa", indicó Acabá Herrero, quien tiene programado realizar el sábado su primera caminata espacial.

Hoy, Acabá Herrero asistirá a los primeros dos caminantes espaciales del Discovery, Steven Swanson y Richard Arnold. La misión STS-119 del Discovery tiene programada regresar a la Tierra el 28 de marzo alrededor de las 1:43 p.m., hora de Puerto Rico.

Upon completion of his training, Acaba was assigned to the Hardware Integration Team in the Space Station Branch working technical issues with European Space Agency (ESA) hardware. Currently he is assigned as a mission specialist on the STS-119 mission, targeted for launch in February 2009. The flight will deliver the final pair of power-generating solar array wings and truss element to the International Space Station.

An old Puerto Rican tune, "Boricua en la Luna," seems almost tailor-made to describe the cosmic destiny of Joseph Acaba.

The 41-year-old schoolteacher is readying to become the first astronaut of Puerto Rican heritage.

By all accounts, the California-born Acaba, who lives in Houston, will feel Boricua even floating above planet Earth, swaddled in an orange spacesuit.

"He’s very proud of his heritage," said Shane Kimbrough, an astronaut and spaceflight veteran who trained with Acaba.

Barring delays, Acaba will launch Sunday as part of a seven-member crew on the space shuttle Discovery.

The mission: Fly to the International Space Station and deliver power-generating components.

Among relatives attending the launch will be Acaba’s 90-year-old paternal grandmother, Jovita.

"We all feel very close, very happy, and support him in everything," she said in a phone interview from Gardena, Calif.

Asked if there was anything in her grandson’s youth that hinted at his future in space travel, she thought for a moment and said, "He always liked those action movies."

In a NASA preflight interview, Acaba was asked what he thought it would be like to float out the shuttle hatch for his spacewalks.

"I hear the views ... are incredible, so I’m looking forward to that and trying to fit a little bit of work in there," he said.

Acaba taught math and science to middle- and high-schoolers in Marion County, Fla. He was also a Peace Corps volunteer in the Dominican Republic.

He was among three teachers NASA selected for astronaut training in 2004.Dorothy Metcalf-Lindenburger, a science teacher in Washington state, was also selected. She said Acaba’s steadiness, organization and selflessness make him an ideal crew member.

When the Houston area was evacuated during last year’s hurricanes, Acaba made sure everyone else was out before making his own plans, she said.

Despite stressful training, which included jet piloting and survival tests in Wyoming’s Wind River Range, Acaba always kept a level head.

That’s an important quality, noted Kimbrough, because in space, "when things start going wrong, things can get bad pretty quick."

Metcalf-Lindenburger, who is scheduled to go to space next year and shared an office with Acaba, said she was struck by his habit of making 3x5 cards to learn technical terms or Russian vocabulary.

“Sometimes we’d borrow his flash cards and review too,” she said.

RALEIGH — The North Carolina Division of Public Health has issued a fish consumption advisory for Badin Lake between Stanly and Montgomery counties. Elevated levels of PCBs have been found in large mouth bass and catfish in Badin Lake.

As statewide and regional mercury advisories for these fish have been in place since 2006, Public Health officials’ fish consumption advice will not change. Because of the PCB and mercury contamination, pregnant women, nursing women and children under age 15 should not eat any largemouth bass or catfish from the lake. Other people should not eat more than one meal a week of catfish or large mouth bass from Badin Lake.
PCBs are chemicals that used to be used as coolants and lubricants in transformers, capacitors and other electrical equipment. They were released into the environment during manufacturing and through improper storage or disposal of old electrical equipment. They are no longer made in the U.S. but persist in the environment. The fish testing in Badin Lake did not address the source of PCB contamination.
PCBs can cause anemia; acne-like skin conditions; damage to the liver, stomach or thyroid gland; changes in the immune system or reproductive system; and behavioral problems. In infants and children, PCBs may cause reduced birth weight, motor-skill problems, impaired short-term memory and impaired immune response.
The N.C. Division of Public Health analyzed Badin Lake environmental data and fish sampling data at the request of Stanly County officials. The fish were tested for PCBs and PAHs (polynuclear aromatic hydrocarbons), both of which can cause adverse health effects. No PAHs were detected in the fish, but concentrations of PCBs in some catfish and large mouth bass were greater than the public health level of concern, prompting the fish consumption advisory.
Fish consumption advisories are posted on the N.C. Public Health website at www.epi.state.nc.us/epi/fish .

RALEIGH - La División de Salud Pública de Carolina del Norte ha publicado una advertencia sobre el consumo de pescado del lago Badin que se ubica entre los condados de Stanly y Montgomery. Altos niveles de sustancias químicas conocidas como bifenilos policlorados o PCB en inglés (polichlorynated biphenils) fueron encontrados en el pez gato o bagre (catfish) y el pez huro o lobina boca grande (large mouth fish) del Lago Badin.

Desde el 2006 se han emitido varias advertencias estatales y regionales sobre la contaminación con mercurio de estos peces. Funcionarios de salud pública señalan que las advertencias para el consumo de estos peces no van a cambiar y siguen en pie. Debido a la contaminación por mercurio y los PCB, las mujeres embarazadas, las mujeres que están amamantando y los niños menores de 15 años no deben comer pez gato/bagre o huro/lobina boca grande provenientes de este lago. Para la población en general se recomienda no consumir más de una vez a la semana pez gato/bagre o huro/lobina boca grande del Lago Badin.

Los PCB son sustancias químicas que se utilizan como refrigerantes y lubricantes en transformadores, condensadores y otros equipos eléctricos. Estos fueron liberados en el medio ambiente durante el proceso de fabricación y por medio de almacenamiento inapropiado o eliminación de aparatos eléctricos viejos. Los PCB ya no se producen en los Estados Unidos, pero siguen en el medio ambiente. Las pruebas en los peces del lago Badin no proveen información sobre la posible fuente de contaminación de PCB.

Los PCB pueden causar anemia, problemas en la piel parecidos al acné, daño al hígado, glándula tiroides o al estómago, así como cambios en el sistema inmunológico, sistema reproductivo y problemas de comportamiento. En los bebés lactantes y niños, los PCB pueden causar bajo peso al nacer, problemas de actividad motriz, problemas de memoria a corto plazo y disminución de la respuesta del sistema inmunológico.

La División de Salud Pública de Carolina del Norte está analizando los datos ambientales y los peces de muestreo del Lago Badin por petición de los funcionarios del Condado de Stanly. Se les hicieron pruebas de PCB y de hidrocarburos aromáticos polinucleares (PAH en inglés) a los peces, ambas sustancias químicas pueden causar efectos adversos a la salud. No se detectaron PAH en los peces pero las concentraciones de PCB en los peces nombrados anteriormente fueron de alto nivel para la salud pública, provocando el pronunciamiento de esta advertencia de consumo de pescado.

Consumer Alert: What to do when businesses close their doors

Due to the economic downturn, more businesses are closing their doors and leaving some consumers in the lurch, Attorney General Roy Cooper said today.

“During these tough times, consumers really want to make sure they get what they pay for,” said Cooper. “My office stands ready to try to help customers when a business shuts its doors.”

With retailers including national chains such as Linens N Things and Circuit City going out of business, many consumers are left wondering what to do if a company they do business with closes.

Here are some helpful tips:

· If you paid for merchandise by credit card and never received it, contact your credit card company and dispute the charge in writing.

· If you purchased an extended warranty, check to see if a third party holds the warranty and if it will still be honored.

· If you have a problem with a product that is still under manufacturer’s warranty, contact the manufacturer directly for repairs.

· If the company continues to debit money from your bank account for a service that is no longer available, file a complaint with the Attorney General’s Consumer Protection Division.

· If the company files for bankruptcy, you may need to file a claim with the federal bankruptcy court in the state where the business is headquartered.

Many retailers that shut down hold liquidation or going out of business sales. Keep the following tips in mind before you go searching for a deal at these sales:

· Despite promises of deep discounts, the prices offered at going out of business sales aren’t necessarily the lowest available. Shop around and check out prices at other retailers before you buy to make sure you really are getting a good deal.

· Know the rules. Most liquidation sales allow only certain forms of payment such as cash or credit cards. In most cases, all sales are final and products are sold without a warranty. Also, most liquidation sales do not accept coupons or gift cards.

· State law requires businesses to get a permit from local government before advertising or holding a going out of business sale. You can check to see if the liquidator has a permit from your local government. Some businesses instead get authorization to hold a going out of business sale from a federal bankruptcy court.

If you’ve experienced a problem with a business shutting down or a liquidation sale, file a complaint with Cooper’s Consumer Protection Division by calling toll free 1-877-5-NO-SCAM or by visiting www.ncdoj.gov to download a complaint form.

RALEIGH – Más de 2,250 centros de cuidado infantil y 65 centros de atención para adultos a través de Carolina del Norte están participando en un programa financiado por el gobierno federal para facilitar comidas y bocadillos nutritivos y gratuitos a los niños y adultos matriculados en dichos centros.

El Programa de Alimentos para Cetros de Cuidado de Niños y Adultos (CACFP en inglés) es financiado por el Departamento de Agricultura de los Estados Unidos y administrado por el Departamento de Salud y Servicios Humanos de Carolina del Norte.
